Applies the stun seal and judges it. The judgement roots the target, which is how Paladins stop runners in the world and in battlegrounds.

Casts Rank 2 Consecration normally and Rank 1 while Shift is held. Lower ranks cost far less mana and still break stealth, which is usually all you want it for.
